Why standards matter
Standards and methods of measurement define what is included in a measured item, how deductions work, and how to describe work. They keep tenders comparable.
Always state which standard applies to your BOQ and issue clarifications where project-specific rules differ.
Employers sometimes amend standard rules for a project—publish those amendments in the tender so bidders do not rely on memory of a textbook.
Regional and sector notes
Different regions publish different “methods of measurement” for building, civil, and infrastructure work—item names and inclusions are not interchangeable.
Infrastructure jobs may measure by chainage and cross-section; buildings often measure by element and room—tools and QC differ.
Project-specific rules
When your project uses non-standard descriptions, add examples in the preamble showing how to measure tricky interfaces.
Train reviewers on the chosen standard before tender issue—inconsistent application is worse than no standard.
